Eligibility Requirements

Applicants must demonstrate intermediate proficiency in French, equivalent to a Canadian Language Benchmark (CLB) level 5 or higher. This can be proven through standardized language tests or French-language education credentials.

A valid job offer from a Canadian employer located outside Quebec is required. The position must fall under any Training, Education, Experience, and Responsibilities (TEER) category of the National Occupational Classification (NOC) system, excluding primary agriculture occupations under TEER 4 and 5.

Employers must submit an offer of employment to Immigration, Refugees and Citizenship Canada (IRCC) through the Employer Portal using LMIA exemption code C16 and pay a $230 employer compliance fee.
Benefits of the FMP
No LMIA Required
Employers are not required to obtain a Labour Market Impact Assessment, streamlining the hiring process.
Pathway to Permanent Residency:
Work experience gained under the FMP can contribute to eligibility for permanent residency programs, such as Express Entry, with additional points for French language proficiency.
Family Inclusion:
Spouses or common-law partners of work permit holders may apply for open work permits, and dependent children can attend school in Canada.
